Method. Locations are FCC BSL fabric points inside E8/AtLink FWA coverage with zero fiber providers today. Zones are 200 m / 50-point DBSCAN clusters. Footage is ROW-snapped: each location snaps to its nearest street centerline (osm.roads, 3,996,622 TX+OK segments) and the distinct set of served street segments is the distribution route.
Calibration vs VCTI. The same method run inside VCTI's engineered Tarrant Phase 1–3 AOIs: 1,009,812 ft vs VCTI's 876,606 ft = +15.2% (conservative) in aggregate, with a per-AOI spread of −38% to +44%. Usable for portfolio screening; not a substitute for detailed engineering.
